send fs command to inactive namenode

Hi

When namenode installed and formatted, I want to test/create /hbase directory.

I'm looking a way to execute the following command, without fully starting namenode service

hadoop fs -test -d /hbase

Something like "hadoop namenode -format" working,

i.e. starts namenode locally, executes command and shutdown a namenode

Is there such way to do it ?
